สาธารณรัฐประชาชน (อังกฤษ: People's Republic) คือคำที่ใช้เรียกประเทศที่ปกครองด้วยระบอบสาธารณรัฐ เดิมคำนี้มีที่มาจากลัทธิอิงสามัญชน (populism) แต่ภายหลังการสถาปนาสหภาพโซเวียต คำนี้ก็ถูกใช้เรียกประเทศที่ปกครองด้วยระบอบคอมมิวนิสต์ อย่างไรก็ตาม คำว่า "สาธารณรัฐประชาชน" ไม่ได้จำกัดเฉพาะประเทศคอมมิวนิสต์เท่านั้น แต่ยังใช้ได้กับประเทศที่มีประวัติศาสตร์เกี่ยวข้องกับประชาชน

บรรดาสาธารณรัฐประชาชนแห่งแรกคือกลุ่มสาธารณรัฐที่ก่อตัวขึ้นภายหลังการปฏิวัติรัสเซีย โดยเริ่มจากยูเครนที่ประกาศตนเป็นสาธารณรัฐประชาชนในระยะเวลาสั้น ๆ ใน ค.ศ. 1917[1] ตามด้วยรัฐข่านคิวา[2] และเอมิเรตบูฆอรอ[3] ซึ่งทั้งสองเป็นดินแดนที่แยกตัวออกมาจากอดีตจักรวรรดิรัสเซียที่ประกาศตนเป็นสาธารณรัฐประชาชนใน ค.ศ. 1920 ต่อมาใน ค.ศ. 1921 รัฐในอารักขาตูวาของรัสเซียก็ประกาศตนเป็นสาธารณรัฐประชาชนเช่นกัน[4] อีกทั้งประเทศเพื่อนบ้านอย่างมองโกเลียได้กลายเป็นสาธารณรัฐประชาชนใน ค.ศ. 1924[5] หลังการยุติลงของสงครามโลกครั้งที่สอง พัฒนาการในทฤษฎีแห่งลัทธิมากซ์–เลนินนำไปสู่การปรากฏขึ้นของแนวคิดประชาธิปไตยประชาชน ซึ่งเป็นแนวคิดที่เอื้อให้เกิดเส้นทางสู่สังคมนิยมผ่านประชาธิปไตยแบบหลายชนชั้นหรือหลายพรรค ประเทศซึ่งสามารถมาถึงแนวคิดนี้ได้ในระดับปานกลางจะถูกเรียกว่าสาธารณรัฐประชาชน[6] รัฐในทวีปยุโรปที่กลายเป็นสาธารณรัฐประชาชนในช่วงเวลานี้ได้แก่ แอลเบเนีย[7] บัลแกเรีย[8] เชโกสโลวาเกีย[9] ฮังการี[10] โปแลนด์[11] โรมาเนีย[12] และยูโกสลาเวีย[13] ในทวีปเอเชีย ได้แก่ จีนที่กลายเป็นสาธารณรัฐประชาชนภายหลังการปฏิวัติคอมมิวนิสต์จีน[14] และเกาหลีเหนือที่เป็นสาธารณรัฐประชาชนด้วย[15]

ในช่วงยุคหลังการล่าอาณานิคม อดีตอาณานิคมของยุโรปจำนวนหนึ่งที่ได้รับเอกราชและรับเอาแนวคิดมากซ์–เลนินก็ใช้ชื่อสาธารณรัฐประชาชนเช่นกัน ได้แก่ แองโกลา[24] เบนิน คองโก-บราซาวีล[25] เอธิโอเปีย[26] กัมพูชา[27] ลาว[28] โมซัมบิก[29] และเยเมนใต้[30] หลังการปฏิวัติ ค.ศ. 1989 สาธารณรัฐประชาชนในยุโรปกลางและตะวันออก (แอลเบเนีย[31] บัลแกเรีย[32] ฮังการี[33] และโปแลนด์)[34] รวมทั้งมองโกเลีย[35] เลิกใช้คำว่า "ประชาชน" ในชื่ออย่างเป็นทางการ เนื่องจากมองว่ามีความเกี่ยวข้องกับรัฐบาลคอมมิวนิสต์ในอดีต และได้นำระบอบประชาธิปไตยแบบเสรีนิยมมาใช้ในระบบรัฐบาล[36] ในช่วงเวลาเดียวกัน อดีตอาณานิคมของยุโรปส่วนใหญ่ที่ใช้ชื่อสาธารณรัฐประชาชนก็เลิกใช้เช่นกัน ส่วนหนึ่งเพราะการเปลี่ยนอุดมการณ์จากมากซ์–เลนินไปสู่สังคมนิยมประชาธิปไตยหรือประชาธิปไตยสังคมนิยม[37][38]

อย่างไรก็ตาม ยังมีชื่ออื่น ๆ ที่ใช้ในประเทศสังคมนิยมต่าง ๆ ได้แก่ "สาธารณรัฐประชาธิปไตย" (สาธารณรัฐประชาธิปไตยเยอรมนี สาธารณรัฐประชาธิปไตยโซมาลี และสหพันธ์ประชาธิปไตยยูโกสลาเวียที่ดำรงอยู่ระหว่าง ค.ศ. 1943-1946) และ "สาธารณรัฐสังคมนิยม" (สาธารณรัฐสังคมนิยมเชโกสโลวักและสาธารณรัฐสังคมนิยมเวียดนาม)

สาธารณรัฐประชาชนที่ไม่เป็นลัทธิมากซ์–เลนิน[แก้]

การล่มสลายของบรรดาจักรวรรดิในทวีปยุโรปหลังสงครามโลกครั้งที่หนึ่งส่งผลให้มีการก่อตัวขึ้นของสาธารณรัฐประชาชนที่ไม่ใช่มากซ์-เลนินจำนวนหนึ่งในช่วงการปฏิวัติ ค.ศ. 1917–1923 ซึ่งในบางครั้ง รัฐบาลเหล่านี้มักไม่ได้รับการยอมรับและเป็นคู่ขัดแย้งกับอุดมการณ์มากซ์–เลนินอีกด้วย

ดินแดนของอดีตจักรวรรดิรัสเซียได้ถูกแบ่งแยกเป็นสาธารณรัฐประชาชนที่ไม่ใช่มากซ์-เลนินจำนวนมากหลังการปฏิวัติเดือนตุลาคม เริ่มจากสาธารณรัฐประชาชนไครเมียที่เป็นศัตรูกับบอลเชวิค แต่ต่อมาถูกบอลเชวิคยึดครองและก่อตั้งเป็นสาธารณรัฐสังคมนิยมโซเวียตเทาริดา[42] ต่อมาสาธารณรัฐประชาชนคูบันซึ่งต่อต้านบอลเชวิคถูกก่อตั้งขึ้นในภูมิภาคคูบันของรัสเซีย และดำรงอยู่กระทั่งการยึดครองพื้นที่โดยกองทัพแดง[43] หลังจากนั้นสาธารณรัฐประชาชนยูเครนที่เอนเอียงไปทางสังคมนิยมได้ประกาศตนเป็นเอกราชจากสาธารณรัฐรัสเซีย แต่สาธารณรัฐมีความขัดแย้งกับสาธารณรัฐประชาชนยูเครนแห่งโซเวียต (ภายหลังเป็นสาธารณรัฐโซเวียตยูเครน) จนปะทุกลายเป็นสงครามประกาศอิสรภาพยูเครน[44] สาธารณรัฐประชาชนเบลารุสพยายามก่อตั้งรัฐเบลารุสอิสระในดินแดนที่ควบคุมโดยกองทัพจักรวรรดิเยอรมัน แต่สาธารณรัฐสังคมนิยมโซเวียตเบียโลรัสเซียได้เข้ามาแทนที่หลังกองทัพเยอรมันถอนกำลังออกจากดินแดน ท้ายที่สุดดินแดนที่กล่าวมาข้างต้นก็กลายเป็นส่วนหนึ่งของสหภาพโซเวียต[45]

ในอดีตจักรวรรดิออสเตรีย-ฮังการี สาธารณรัฐประชาชนยูเครนตะวันตกก่อตั้งขึ้นในภูมิภาคกาลิเชียภายใต้การชี้นำทางการเมืองโดยพวกกรีกคาทอลิก ฝ่ายเสรีนิยม และฝ่ายสังคมนิยม ซึ่งต่อมาดินแดนนี้ถูกผนวกรวมกับสาธารณรัฐโปแลนด์ที่ 2[46] ในขณะเดียวกันสาธารณรัฐประชาชนฮังการีได้ประกาศเอกราช แต่ถูกแทนที่โดยสาธารณรัฐโซเวียตฮังการีในเวลาสั้น ๆ และกลายเป็นราชอาณาจักรฮังการีในที่สุด[47]

ในเยอรมนี รัฐประชาชนไบเอิร์น (เยอรมัน: Volksstaat Bayern)[b] เป็นรัฐสังคมนิยมและสาธารณรัฐประชาชนอายุสั้นที่ก่อตั้งขึ้นในไบเอิร์นระหว่างการปฏิวัติเยอรมัน ค.ศ. 1918–1919 ซึ่งเป็นศัตรูกับสาธารณรัฐโซเวียตไบเอิร์น โดยต่อมาถูกแทนที่เป็นเสรีรัฐไบเอิร์น ซึ่งเป็นส่วนหนึ่งของสาธารณรัฐไวมาร์[48]

ในทศวรรษ 2010 ขบวนการแบ่งแยกดินแดนยูเครนที่ฝักใฝ่รัสเซียในช่วงสงครามรัสเซีย-ยูเครนได้ประกาศให้แคว้นดอแนตสก์และลูฮันสก์เป็นสาธารณรัฐประชาชน แต่ก็ไม่ได้รับการรับรองทางการทูตจากประชาคมนานาชาติ[53] ใน ค.ศ. 2022 ระหว่างวิกฤตการณ์รัสเซีย–ยูเครน พ.ศ. 2564–2565 รัสเซียกลายเป็นสมาชิกสหประชาชาติชาติแรกที่รับรองทั้งสองสาธารณรัฐอย่างเป็นทางการ[54][55][56]
