มหาอำนาจ หมายถึงรัฐซึ่งได้รับการยอมรับว่ามีความสามารถแผ่อิทธิพลในระดับโลกได้ ลักษณะของรัฐมหาอำนาจ คือ ครอบครองอำนาจทางทหารและเศรษฐกิจ ตลอดจนอิทธิพลทางการทูตและอำนาจอ่อน (soft power) ซึ่งอาจเป็นเหตุให้ประเทศด้อยอำนาจต้องพิจารณาความเห็นของมหาอำนาจก่อนดำเนินการใด ๆ ของตน นักทฤษฎีความสัมพันธ์ระหว่างประเทศ ระบุว่า ลักษณะของสถานภาพมหาอำนาจสามารถจำแนกเป็นขีดความสามารถของอำนาจ และมิติสถานภาพ ในบางครั้ง สถานภาพมหาอำนาจได้รับการรับรองอย่างเป็นทางการในการประชุมที่สำคัญ ดังเช่น การประชุมแห่งเวียนนา[1] หรือในหน่วยงานระหว่างประเทศ ดังเช่น คณะมนตรีความมั่นคงแห่งสหประชาชาติ[2]

ในการประชุมใหญ่แห่งเวียนนาได้มีการตั้ง 5 มหาอำนาจคือ จักรวรรดิออสเตรีย, ฝรั่งเศส, ปรัสเซีย, รัสเซีย และสหราชอาณาจักร

มหาอำนาจกับสงคราม[แก้]

ระหว่างสงครามโลกครั้งที่หนึ่ง ฝ่ายสัมพันธมิตรมีมหาอำนาจอยู่ 5 ประเทศคือ สหราชอาณาจักร, ฝรั่งเศส, อิตาลี, ญี่ปุ่น, และสหรัฐ ซึ่งหลังสงครามฝ่ายมหาอำนาจกลางคือจักรวรรดิเยอรมันและออสเตรีย-ฮังการี ที่เป็นมหาอำนาจได้พ่ายแพ้สงครามและล่มสลาย ส่วนมหาอำนาจรัสเซียที่อยู่ในฝ่ายสัมพันธมิตรก็เกิดการปฏิวัติรัสเซียจนล่มสลาย ต่อมาในการประชุมสันติภาพปารีส ค.ศ. 1919 ได้กำเนิด"บิกโฟร์" คือ ฝรั่งเศส, อิตาลี, สหราชอาณาจักร และสหรัฐ

จีน ฝรั่งเศส รัสเซีย สหราชอาณาจักร และ สหรัฐ ถูกเรียกว่าเป็นมหาอำนาจ โดยทั้ง 5 ชาตินั้นมีพลังอำนาจในฐานะสมาชิกถาวรของคณะมนตรีความมั่นคงแห่งสหประชาชาติ และยังเป็นรัฐนิวเคลียร์ที่อยู่ภายใต้สนธิสัญญาไม่แพร่ขยายอาวุธนิวเคลียร์อีกด้วย

หลังการล่มสลายของสหภาพโซเวียตในปี ค.ศ. 1991 คณะมนตรีความมั่นคงแห่งสหประชาชาติจึงได้ให้รัสเซียเข้ามารับตำแหน่งสมาชิกถาวรแทน แต่รัสเซียก็ได้สูญเสียตำแหน่งอภิมหาอำนาจ จึงทำให้สหรัฐได้กลายเป็นอภิมหาอำนาจเพียงหนึ่งเดียว
