An academician turned politician, born in 1947 in Kalasin Province, Thailand, Dr.Wiboon had basic education in Kalasin and Mahasarakam Provinces, before he won an AFS cultural scholarship for a high school diploma in Iowa, USA, in 1966-67. He received his first degree in English & Education from Mahasarakam University (1971), a Masters’ from Panjab University (1973), and a Ph.D. in Educational R & D from Hiroshima University(1981), all though government scholarships. He firstly joined academic staff at Udonthani Rajabhat University since 1973 before his last academic post at Srinakarinwirot University, Bangkok, and as President of Kalasin Rajabhat University Council. His post-graduate education and experiences include the certificates in Public Laws and Public Administration from King Prachatipok Institute, a Congressional Fellow in The US Congress and a resource staff at the United Nation Center for Development Planning (UNCRD). After Thailand had its popular Constitution of 2540 in 1997, Prof. Dr.Wiboon resigned from his academic work to run for a Senator and won a seat from his home province of Kalasin, in Northeastern Thailand in the Year 2000, and served the 6+1 years term at the Senate of National Parliament, whose term ended by a coup d’etat in September 2006. In the Senate, Senator Wiboon was a Committee on Senate Affairs, the First Vice- Chairman of Foreign Affairs, Chair the Sub-committee on Border Affairs, Vice-Chairman on Environmental Affairs, Advisor to Senate Science and Technology Committee; served three years as The Chairman of Senate Standing Committee on Education, Religions and Culture. He also chaired many bills on budgets, education and teachers, universities, advisory council on social & economic affairs, and etc. Senator Wiboon was also elected by the senate to serve as a Parliament representative to ASEAN Parliament Organizations, Inter-Parliamentary Union (IPU) in Geneva. He served a two year term as a national representative to the IPU. Dr.Wiboon was elected Presidents of many Inter-parliamentarians Friendship Leagues of Thailand and many countries e.g. The U.S.A., Brazil, Bangladesh, Germany and Secretary-General of Thai-UK Friendship League.

	His outstanding accomplishments in the Senate included the reform of the e-Parliament Systems in Thailand, and the reforms of information and communication systems (ICT) of the global parliaments in many countries. In 2002 in Seoul, South Korea, Senator Wiboon joined with Parliamentarians from South Korea, China, Finland, Brazil, Italy and other 35 nations initiated a new global parliamentary organization called “International Parliamentarians Association for Information Technology” or IPAIT, to connect parliaments of democratic parliaments of member countries and served as the IPAIT President in 2004. At present the World e-Parliament has now been accepted and connected world- wide. The Global Centre on ICT in Parliament has now been a joint initiative of IPU and the United Nations Department for Economic and Social Affairs.

After the 2006 Coup, Dr.Wiboon, and colleagues, started self-owned media published the weekly “Thai Red News” to advocate the “Democratic Revolution” against the authoritarian regimes. He was a producer of 4 TV talk-programs per week, to advocate democratic principles for Thai people, (www.youtube.com/thaitodaytv, www.facebook.com/drwiboon. The newspaper was later ordered closed by the military-backed government in May 2010 followed by the sniped crackdowns of “the redshirts” on 19 May 2010 in which 99 lives were lost. The TV programs are still going on until today. Dr.Wiboon was a frequent lecturer at many forums of academic and politics, in and outside academic institutions. In May 2013 with distinctive achievements Dr.Wiboon Shamsheun was conferred the academic status and position of Professor of Interdisciplinary Studies in Public Policy, Government and Educational Administration by the Board of Regents, University of Interdisciplinary Studies, Dallas, Texas, USA. What Dr.Wiboon advocated through the forums, newspaper pages and TV programs has been published in a formed of pocket book in Thai : Solutions for Thailand’s Political Crisis in 2011. The main focus of the book is on the principles of democracy, how to establish a democratic regime by the peaceful means, and the need to strengthen democratic practices in the age of the information society. Since after the 2006 coup, Dr.Wiboon joined the democratic movement under the United Democratic Movement Against Dictatorship (UDD), and joined the Palang Prachachon (People’s Power) Party, PPP, in 2007 as a nominee of the Thai Rak Thai Party which was dissolved by the coup regime, and the PPP was also dissolved in 2008 . In March 2010, Dr.Wiboon lead the former Thai Parliamentarians filed a petition to the IPU for the investigation and international actions on the political deprivation of 215 Thai politicians, and the dissolution of the 4 Thai political parties by the coup government. A year later, Dr.Wiboon was informed that the resolution adopted unanimously by the IPU Governing Council at its 189th Session in Bern on 19 October 2011 reiterated its condemnation of the disbarment of the Thai parliamentarians, reaffirmed its belief in the political risk if the Coup Announcement 27 and Section 237 of the Thai Constitution still remain in force, and that in the constitutional amendment process, particular attention will be paid to ensuring that the rules governing the dissolution of political parties are in line with democratic principles and Thailand’s human rights obligations. In Thailand General Election of 3 July 2011, Prof.Dr.Wiboon Shamsheun’s name was on the Phua Thai Party List, in which he campaigned on the nation-wide constituency. With victory of the Phua Thai Party, Dr.Wiboon was firstly appointed in Prime Minister Yingluck Shinawatra’s Government as the Vice Minister of Education, where he lead the policy on international education for Thailand into the ASEAN+6 in 2015. After the reshuffle in early 2012, Prof.Dr.Wiboon was assigned as the Vice Minister of Science & Technlogy. Prof. Wiboon Shamsheun now lives with his wife, Supitcha. He has two grown-up daughters from the previous marriage. His visions and interests are on International Affairs and Cooperations, Democracy & Legislation, Public Laws, ICT and Education, Science & Technology & Innovations for better life quality, and Bio-economy Policy. He believes that Science, Technology and Innovations are the cores of national and human development; thus for the better future of mankind, global centers for collaborations and cooperation in various S&T Research & Development areas are to be initiated and launched through successes. ©©©©© Ref :October 2013
