And why would you want to do that? You know that IP can always rotate, right? You're not doing anyone any good by trying to do what you alleged to do. That range of IP is blocked already anyway, so your purpose is moot. Oh, and yes, though this is Thai Wikipedia, the fact you can disrupt English Wikipedia means it's safe to assume that you can also use English. I reserve my right to use English. If you don't understand, translation machine is all around (though I don't think it's needed; you can use it, otherwise you won't get yourself blocked in enwiki).
