ประธานรัฐบาลแห่งสหพันธรัฐรัสเซีย (รัสเซีย: Председатель Правительства Российской Федерации) หรือตามบริบทสากลหมายถึง นายกรัฐมนตรี (รัสเซีย: Премьер-министр) เป็นตำแหน่งที่ทรงอำนาจเป็นอันดับสองของสหพันธรัฐรัสเซียรองจากประธานาธิบดี ซึ่งได้บัญญัติไว้ในมาตรา 24 แห่งรัฐธรรมนูญสหพันธรัฐ นายกรัฐมนตรีรับผิดชอบในด้านบริหารรัฐกิจให้เป็นไปตามเจตนารมณ์ของรัฐธรรมนูญและคำสั่งประธานาธิบดี เสนอชื่อคณะรัฐมนตรีและเสนอชื่อเพื่อแต่งตั้งเจ้าหน้าที่รัฐระดับสูงให้ประธานาธิบดีพิจารณาแต่งตั้ง ดูแลกิจการภายในประเทศ ลงนามในกฤษฎีกาต่างๆ มอบหมายหน้าที่ให้แก่คณะรัฐบาล และโดยตำแหน่งแล้ว นายกรัฐมนตรียังเป็นสมาชิกสภาความมั่นคง, สมาชิกคณะผู้นำรัฐบาลในเครือรัฐเอกราช, สมาชิกคณะรัฐสูงสุดของรัฐสหภาพรัสเซียและเบลารุส, สมาชิกสภาประชาคมเศรษฐกิจยูเรเซีย

นายกรัฐมนตรีได้รับการแต่งตั้งจากประธานาธิบดีโดยการยินยอมของรัฐสภา ต่างจากหลายประเทศที่แต่งตั้งโดยตรงจากรัฐสภา นายกรัฐมนตรีไม่มีวาระการดำรงตำแหน่ง และต้องเป็นผู้ถือสัญชาติรัสเซียเพียงสัญชาติเดียวเท่านั้น ประธานาธิบดีจะต้องเสนอชื่อนายกรัฐมนตรีภายในสองสัปดาห์หลังจากตำแหน่งนายกรัฐมนตรีว่างลงให้รัฐสภาให้ความยินยอม หากสภาไม่ให้ความยินยอมประธานาธิบดีต้องเสนอชื่อบุคคลใหม่ภายในหนึ่งสัปดาห์ โดยที่รัฐสภาสามารถไม่ให้ความยินยอมได้ไม่เกินสามครั้ง หากครบสามครั้งแล้วประธานาธิบดีสามารถแต่งตั้งนายกรัฐมนตรีโดยปราศจากความยินยอมจากสภาได้ทันที สภาไม่มีอำนาจใดๆที่จะถอดถอนตำแหน่งนี้ได้จนกว่าจะเข้าสู่หกเดือนสุดท้ายของวาระประธานาธิบดี ยกเว้นในยามสงครามหรือภาวะฉุกเฉิน รัฐสภาอาจเสนอญัตติให้ถอดถอนนายกรัฐมนตรีได้

รัฐสภาของรัสเซียมีการลงมติขอคำยินยอมแต่งตั้งนายกรัฐมนตรีไป 17 ครั้ง ซึ่งสภาลงมติยินยอมไป 12 ครั้ง ไม่ยินยอมไป 5 ครั้ง
