อนาธิปไตย (อังกฤษ: Anarchy) คือสังคมที่ไม่มีรัฐบาล หรืออาจใช้หมายถึงสังคมหรือคนกลุ่มหนึ่งที่ปฏิเสธการจัดลำดับชั้น (hierarchy) โดยสิ้นเชิง[1]

ในทางปฏิบัติ อนาธิปไตยอาจหมายถึงการลดทอนหรือยกเลิกรัฐบาลและสถาบันในรูปแบบดั้งเดิม และอาจหมายถึงชาติหรือดินแดนที่มีคนอาศัยอยู่ที่ใดก็ตามที่ไม่มีระบบการปกครองหรืออำนาจส่วนกลาง ผู้ที่สนับสนุนอนาธิปไตยโดยหลักประกอบด้วยนักอนาธิปัตย์ซึ่งเสนอให้แทนที่รัฐบาลด้วยสถาบันแบบสมัครใจ โดยทั่วไป สถาบันหรือสมาคมเสรีเหล่านี้ใช้ตัวแบบตามแบบอย่างธรรมชาติ เพราะมันสามารถเป็นตัวแทนของแนวคิดเช่นชุมชนกับการพึ่งตนเองทางเศรษฐกิจ (autarky) การพึ่งพาระหว่างกัน (Interdependence) หรือปัจเจกนิยมได้ แม้ว่าอนาธิปไตยมักถูกใช้ในเชิงลบเป็นไวพจน์ของภาวะยุ่งเหยิงหรือการล่มสลายของสังคมหรืออโนมี แต่นักอนาธิปัตย์ใช้คำว่าอนาธิปไตยในความหมายที่ต่างออกไป โดยหมายถึงสังคมซึ่งไม่มีลำดับชั้น[1]

ศัพทมูลวิทยา[แก้]

Anarchy มาจากคำภาษาละติน anarchia ซึ่งมาจากคำภาษากรีก anarchos ("ไร้ผู้ปกครอง") ประกอบด้วย an- (“ไม่” หรือ “ไร้”) + archos ("ผู้ปกครอง") มีความหมายตรงตัวว่า "ไร้ผู้ปกครอง"[2] ในภาษาอังกฤษ มีการใช้คำว่า Anarchy เป็นครั้งแรกใน ค.ศ. 1539 โดยหมายถึง "การปราศจากรัฐบาล"[2]

แม้ว่าลักษณะของสังคมที่เป็นที่รู้จักส่วนใหญ่จะมีลำดับชั้นหรือรัฐ แต่นักมานุษยวิทยาได้ศึกษาสังคมไร้รัฐที่เสมอภาคหลายแห่ง ซึ่งรวมถึงสังคมคนเก็บของป่าล่าสัตว์เร่ร่อน[3][4] และสังคมกสิกรรมพืชสวนส่วนใหญ่ อาทิชาวเซอไม (Semai people) และชาวเปียโรอา (Piaroa) สังคมเหล่านี้หลายแห่งนับว่าเป็นแบบอนาธิปไตยได้ในแง่ที่พวกเขาปฏิเสธแนวคิดเรื่องอำนาจทางการเมืองแบบรวมศูนย์อย่างชัดเจน[5]

ปีเตอร์ ลีสัน (Peter Leeson) ได้พิจารณาสถาบันบังคับใช้กฎหมายเอกชน (private law enforcement) ที่โจรสลัดยุคคริสต์ศตวรรษที่ 18 ชนเผ่าก่อนอ่านออกเขียนได้ และแก๊งในเรือนจำรัฐแคลิฟอร์เนียพัฒนาขึ้นมาในสถานการณ์แบบอนาธิปไตย กลุ่มชนเหล่านี้ปรับใช้หลากหลายวิธีการในการบังคับใช้กฎหมายเอกชนเพื่อสนองความจำเป็นเฉพาะตัวของแต่ละกลุ่มและความเฉพาะตัวของสถานการณ์แบบอนาธิปไตยที่พวกเขาพบ[6]

ความสัมพันธ์ระหว่างประเทศ[แก้]

อนาธิปไตยในความสัมพันธ์ระหว่างประเทศคือ "การไม่มีอำนาจใดที่อยู่เหนือรัฐประชาชาติ หรือที่สามารถตัดสินชี้ขาดข้อพิพาทระหว่างกันและบังคับใช้กฎหมายระหว่างประเทศได้"[7][8]

ปรัชญาการเมือง[แก้]

ลัทธิอนาธิปไตย[แก้]

ในฐานะปรัชญาการเมือง ลัทธิอนาธิปไตยสนับสนุนให้มีสังคมที่ปกครองตนเอง (Self-governance) ผ่านสถาบันแบบสมัครใจ ซึ่งมักบรรยายว่าเป็นสังคมไร้รัฐ[9][10][11] แต่นักเขียนบางรายให้นิยามที่เฉพาะเจาะจงมากขึ้นว่าหมายถึงสถาบันซึ่งตั้งอยู่บนฐานของสมาคมเสรีซึ่งไม่มีลำดับชั้น[12][13][14] ลัทธิอนาธิปไตยมองว่ารัฐเป็นสิ่งที่ไม่พึงประสงค์ ไม่จำเป็น และอันตราย[15][16][17] และถึงแม้ว่ามีแก่นหลักเป็นการต่อต้านรัฐ แต่เป็นเงื่อนไขที่จำเป็นแต่ยังไม่เพียงพอ[18][19][20] ลัทธิอนาธิปไตยยังหมายถึงการต่อต้านอำนาจหรือองค์กรแบบลำดับชั้น (hierarchical organisation) ภายในมนุษยสัมพันธ์ทุกรูปแบบ ซึ่งรวมถึงแต่ไม่จำกัดเฉพาะระบบรัฐ[21][22][23][24]

อิมมานูเอล คานต์[แก้]

นักปรัชญาชาวเยอรมันอิมมานูเอล คานต์ กล่าวถึงอนาธิปไตยในงานของเขา Anthropology from a Pragmatic Point of View ว่าประกอบขึ้นจาก "กฎหมายและเสรีภาพโดยไร้ซึ่งอำนาจ" ในมุมมองของคานต์ อนาธิปไตยยังไม่เรียกว่าเป็นประชารัฐที่แท้จริงได้ เพราะกฎหมายเป็นเพียง "คำแนะนำกลวงเปล่า" เมื่อไม่มีอำนาจที่ทำให้กฎหมายมีประสิทธิผล ในการที่รัฐเช่นนี้จะดำรงอยู่ได้ อำนาจจะต้องมีและกฎหมายกับเสรีภาพจะต้องคงไว้ คานต์เรียกรัฐดังกล่าวว่าสาธารณรัฐ คานต์ระบุรัฐบาลไว้สี่ชนิด:[25]

ตัวอย่างของอนาธิปไตยรัฐล่มสลาย[แก้]

สงครามกลางเมืองอังกฤษ (ค.ศ. 1642–1651)[แก้]

ยุโรปแผ่นดินใหญ่ประสบกับเหตุการณ์ใกล้เคียงอนาธิปไตยในสงครามสามสิบปี (1618–1648).

อนาธิปไตยเป็นหนึ่งในประเด็นที่ถกในการอภิปรายพัตนีย์ (Putney Debates) ใน ค.ศ. 1647:

เมื่อผู้คนเริ่มตั้งทฤษฎีเกี่ยวกับสงครามกลางเมืองอังกฤษ อนาธิปไตยมีนิยามที่คมชัดยิ่งขึ้น แม้ว่าจะมาจากมุมมองทางการเมืองที่แตกต่างกัน:

  • 1656 – เจมส์ แฮร์ริงตัน (James Harrington (author)) (The Commonwealth of Oceana) ใช้อนาธิปไตยเพื่อหมายถึงสภาวะเมื่อประชาชนใช้อำนาจวางรัฏฐะเหนือฐานเศรษฐกิจที่ประกอบขึ้นจากการถือครองกรรมสิทธิ์ในที่ดินส่วนใหญ่โดยคนหนึ่งคน (สมบูรณาญาสิทธิราชย์) หรือโดยคนกลุ่มน้อย (ราชาธิปไตยผสม) เขามองว่ามันแตกต่างจากสาธารณรัฐ ซึ่งหมายถึงสภาวะเมื่อประชากรส่วนใหญ่ร่วมกันถือครองกรรมสิทธิ์ในที่ดินและวิธีการปกครอง โดยมองว่าอนาธิปไตยเป็นสถานการณ์ชั่วคราวที่เกิดขึ้นเมื่อรูปแบบการปกครองกับรูปแบบความสัมพันธ์ทางทรัพย์สินไม่สมดุลกัน[28]

การปฏิวัติฝรั่งเศส (ค.ศ. 1789–1799)[แก้]

นักเขียนความเรียงชาวสกอตในสมัยวิกตอเรีย ทอมัส คาร์ไลล์ เขียนไว้ในงานเขียนประวัติศาสตร์ของเขา The French Revolution ว่าการปฏิวัติฝรั่งเศสเป็นสงครามต่อต้านอภิชนาธิปไตยและอนาธิปไตย:

คริส บอชเชอ (Chris Bossche) กล่าวถึงบทบาทของอนาธิปไตยในการปฏิวัติฝรั่งเศส:

ในการปฏิวัติฝรั่งเศส เรื่องราวว่าอนาธิปไตยจะเพิ่มขึ้น บ่อนทำลายเรื่องราวที่กล่าวว่านักปฏิวัติกำลังสร้างระเบียบสังคมใหม่ขึ้นมาด้วยการเขียนรัฐธรรมนูญ[j][31]

ประเทศจาเมกา (ค.ศ. 1720)[แก้]

ใน ค.ศ. 1720 เซอร์นิโคลัส ลอวส์ (Nicholas Lawes) ผู้ว่าการจาเมกา เขียนถึงจอห์น รอบินสัน (John Robinson (bishop of London)) บิชอปแห่งลอนดอนว่า:

ประเทศแอลเบเนีย (ค.ศ. 1997)[แก้]

ใน ค.ศ. 1997 ประเทศแอลเบเนียตกอยู่ในสภาวะอนาธิปไตย[33] หลัก ๆ เป็นเพราะการสูญเสียเงินตราจำนวนมากจากการล่มสลายของธุรกิจแบบพีระมิด และจากการล่มสลายทางสังคมครั้งนี้ อาชญากรติดอาวุธสามารถเคลื่อนไหวได้อย่างเสรีโดยแทบจะไม่ต้องรับโทษ แต่ละเมืองโดยเฉพาะในภาคใต้มักมีแก๊งอยู่สามถึงสี่กลุ่ม โดยที่ตำรวจไม่มีทรัพยากรเพียงพอในการจัดการกับอาชญากรรมที่เกี่ยวข้องกับแก๊งพวกนี้
