The Board of Maintenance was composed of theChinese commissioner for Trade and Foreign Affairs, thecommissioner of customs, Mr. H. F. Merrill, and theharbour-master, Captain W. A. Carlson ; and it founditself confronted by a difficult task in carrying out importantworks with insufficient means.
