ชัง ย็อง-ชิล(อังกฤษ: Jang Yeongsil; เกาหลี: 장영실; ประมาณ ค.ศ. 1390 – หลัง ค.ศ. 1442) เป็นนักประดิษฐ์ นักวิทยาศาสตร์และนักดาราศาสตร์ชาวเกาหลี เขาเป็นผู้ประดิษฐ์มาตรวัดปริมาณน้ำฝนและมาตรวัดปริมาณน้ำ เดิมเขาเป็นทหารองครักษ์ แต่เนื่องจากพระเจ้าเซจงมหาราชทรงเห็นถึงความสามารถของเขา จึงทรงตั้งให้เขาเป็นขุนนางขั้น 3 และมาตรวัดทั้ง 2 ชิ้นนี้ก็กลายเป็นเทคโนโลยีที่สำคัญในสมัยราชวงศ์โชซอน
