การลงคะแนนแบบคาร์ดินัล (อังกฤษ: cardinal voting) คือระบบการลงคะแนนใด ๆ ที่ยอมให้ผู้ลงคะแนนให้คะแนนผู้สมัครได้อย่างอิสระเป็นลักษณะการให้คะแนนหรือเกรด[1] โดยมีชื่อเรียกอย่างอื่นว่า การลงคะแนนแบบจัดลำดับคะแนน (rated voting system) การลงคะแนนแบบมีการประเมินผล (evaluative voting system) การลงคะแนนแบบเกรด (graded voting system) และ การลงคะแนนแบบสัมบูรณ์ (absolute voting system)[2][3] ระบบคาร์ดินัล (คาร์ดินัลคือเลขจำนวนนับ) ซึ่งใช้การวัดเป็นตัวเลขที่แน่นอน (cardinal utility) และการลงคะแนนแบบจัดลำดับ (ordinal method) เป็นระบบลงคะแนนสมัยใหม่ทั้งสองแบบหลักควบคู่กันกับแบบพหุนิยม[4][5][6]

ระบบการลงคะแนนที่ผู้ลงคะแนนสามารถเลือกให้คะแนนผู้สมัครแต่ละรายได้อย่างอิสระ ได้แก่

  • แบบคะแนนอนุมัติ (approval voting, AV) เป็นวิธีที่ง่ายที่สุด โดยสามารถให้คะแนนผู้สมัครได้เพียงสองแบบ (0 หรือ 1) โดย 0 "ไม่อนุมัติ" และ 1 "อนุมัติ"[7]
  • แบบประเมินผล (evaluative voting, EV) หรือแบบคะแนนอนุมัติผสม (combined approval voting, CAV) ซึ่งใช้การลงคะแนน 3 แบบ (-1, 0, +1) ซึ่ง -1 คือ "ไม่เห็นด้วย" 0 คือ "งดออกเสียง" และ +1 คือ "เห็นด้วย"[7][8][9]
  • แบบคะแนนรวม (score voting) หรือแบบพิสัย (range voting) ซึ่งมีการให้คะแนนเป็นตัวเลข โดยผู้สมัครที่ได้คะแนนเฉลี่ยสูงสุด (หรือคะแนนรวมสูงสุด)[10][11] เป็นผู้ชนะ
    • แบบคะแนนรวมใช้เลขแบบไม่ต่อเนื่อง โดยปกติคือ 0 ถึง 5 หรือ 0 ถึง 9[12][13]
    • แบบพิสัยใช้การวัดแบบมีจุดทศนิยม ตั้งแต่ 0 ถึง 1[7][12][14][15]

ส่วนกรณีตรงกันข้ามนั้นจะได้ผลลัพธ์ที่ไม่จริง กล่าวคือ การจัดลำดับความชอบนั้นไม่สามารถแปลงเป็นคะแนนรวมได้เนื่องจากคะแนนรวมนั้นมีข้อมูลน้ำหนักด้านความชอบอยู่ด้วย ซึ่งหากนำมาแปลงเป็นลำดับแล้วจะไม่ส่งผลอย่างถูกต้อง
