สภาแห่งรัฐ (ฝรั่งเศส: Conseil d'État, ออกเสียง: [kɔ̃sɛj deta]; อังกฤษ: Council of State) เป็นหน่วยงานรัฐบาลระดับชาติในฝรั่งเศส มีบทบาทเป็นทั้งที่ปรึกษากฎหมายให้แก่ฝ่ายบริหาร และเป็นศาลสูงสุดสำหรับกระบวนการยุติธรรมทางปกครอง นโปเลียน โบนาปาร์ต จัดตั้งขึ้นใน ค.ศ. 1799 เพื่อแทนที่ราชสภา (Conseil du Roi) ปัจจุบัน สภาแห่งรัฐมีที่ทำการอยู่ ณ ปาแล-รัวยาล (Palais-Royal) ในปารีส เจ้าหน้าที่สภาแห่งรัฐประกอบด้วยนิติกรชั้นสูงของประเทศ รองประธานสภาแห่งรัฐเป็นข้าราชการระดับ 9 และมีความสำคัญสูงสุดในประเทศ สมาชิกสภาแห่งรัฐยังเป็นส่วนหนึ่งขององค์กรหลักแห่งรัฐ (grands corps de l'État) สมาชิกเหล่านี้มักมาจากนักเรียนหัวกะทิที่สำเร็จการศึกษาจากโรงเรียนการปกครองแห่งชาติ (École nationale d'administration)
